The board
Worst first — risks, then Tier 0 legal exposure, then the outbound gates, then everything else. Setting an owner saves immediately. For anything else, press Plan it: the panel explains what the item is, who can actually answer it and what it costs while it sits, then asks you to record what happened. The status, who it is waiting on and the date it comes back are all worked out from that — you never pick them yourself.
